Summary
When creating/editing an issue, a description can be seen to explain the use of the field. However, there isn't any description in the View Issue screen.
Example system field, Priority on Create screen:

Suggestion
Add Tooltips to the fields in the View Issue screen. This way, users can just hover their mouse over any field and read the description of the field

Anusha, the problem is in the view screen and for System fields like priority.
Example, I cannot see what the priority field tooltip in the view screen:
while I can see in other fields like Affected versions
I believe this issue is fixed. Here is a custom field description on the Create screen:
And here is the same field's description seen when clicking the icon when viewing the issue:
If you still cannot see the field description on an issue, can you please provide steps on how to reproduce the issue? Thanks!
Our company also would be interested in this fix. It looks like it works for custom fields but we cannot see tooltip for System field like priority
Tooltop will also guide the users NOT to make obvious mistakes - as to what needs to input/select in the field.
Thanks f4c69f6c05bf, I have updated the description. You may also wish to vote for JSWCLOUD-26097 – Customer would like to see the custom description of the Priority field on the edit/view screens.
