Restrict Application Link to certain projects

      Summary

      When an application link is created, all projects in JIRA will be able to link to the remote application.

      In some cases, only certain projects need the functionality to link to a remote application. It is not needed for all projects to be able to link remotely and it will only add confusion for some of the users.

      Suggestion

      Ability to restrict AppLink features to only certain projects.
