When commenting an issue, we are able to paste an attachments using a shortcut (for example, ctrl + c) and the attachment is automatically added as an attachment.

However, this option is not currently available when creating an issue. When pasting a file to the description field on creating an issue, the filename is pasted, rather than the file attached.

As a user, when adding a description as I create an issue, if I have previously copied or cut a file, when pasting it, I'd like to have the file attached to the issue, rather than its name pasted in the field.
