have JIRA not silently fail rejected emails for issue creation

      If an unlisted email user tries to create an issue, and user creation is not enabled via email, the email will silently fail.

      It would be more useful for users if JIRA was able to send an automated email back to the user, informing them their issue was not created and why, and to contact the administrator to create an account for them.
