Allow users to add fields in description section

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Suggestion: Customers would like to use "Problem Definition" and "Proposed Solution" fields instead of a general "Description" field. However, currently in the cloud environment we cannot place custom fields in the Description section of the JIRA issue view. It would be great if users could configure fields in the Description section.
