Add ability to create users without sending them emails.

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      With the latest release in the User Management (16-Nov-2014), users are not able to create new users without sending them email notifications. Previously it was possible. Feature that should still be available.

      Workaround:
      Customers can generate CSV files and then raise a ticket with Atlassian Support , so we can perform the import. Here are examples of how these files should be formatted.
