      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Currently, the issue navigator defaults to All issues ordered decreasing by Issue Key when JQL is empty or a New filter is requested. This is among the least likely defaults to provide desired information.

      Prior to the introduction of the new Issue Navigator, an empty search returned no results. This is the preferred result.

      Empty JQL and the Basic default of (Project in All, IssueType in All, Status in All, Assignee in All) should not be considered equivalent.
