      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      On the look and feel page for date/time formats, it states that this an system wide configuration.

      My request is that to put this also as a per project configuration as many users have projects on different timezones and so they need to use both the AM/PM format and the 24hs format per project.
