Non-Java screenshot tool to allow for drag and drop of image files

      From JIRA 6.2.5 there has been a new screenshot feature that no longer uses a Java applet to attach screenshots JRA-31917

      The previous applet allowed for image files to be dragged and dropped for attachment. Please implement this in the new screenshot feature.
