Ability to remove "Assign" button from issue header bar and "Assign to Me" links

      We have a JIRA workflow with the following:

      • Upon creation, tickets enter the "Triage" state.
      • There is a transition called "Assign" that transitions it to the "Assigned" state.
      • This "Assign" transition is tied to a custom screen where the Assignee, Priority, etc can be set.

      Due to the built in "Assign" button and "Assign to Me" link, it is possible for developers to use these to assign issues to others or themselves without actually setting priority and transitioning the issue to the Assigned state. If they notice this, they can then use the correct "Assign" button (for our workflow transition) to advance state and set priority, however this results in two emails being sent to the Reporter for the same action. If they don't notice this, the issue is in the wrong state and may be lost (for example, if a user has a filter set up to show issues in the "Assigned" state and the "Assignee" is them, it will not show these tickets because the ticket is still in the "Triage" state).

      I would like to propose the ability to remove the Assign button and related items like the "Assign to Me" link.
