      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      For any issue less than a week old, all relevant dates such as "Created," "Resolved," dates of any comments, etc. say things like "2 days ago" instead of using an actual, readable date and time. Once a displayed date is over a week old the tool then starts reporting the date and times in the specified format configured in the JIRA admin.
