Create VIEW_ISSUE and BROWSE_PROJECT permissions

      1. Create two new permissions:

      • VIEW_ISSUE
      • BROWSE_PROJECT

      2. Set up a translation in PermissionManager to translate BROWSE permission into VIEW_ISSUE or BROWSE_PROJECT depending on context inside calls:

      • hasPermission
      • addPermission
      • removePermission

      3. Change Defaults to use new permissions.

      4. Make new permissions visible and old one invisible in the UI.

      Can be merged to master together with UpgradeTask.
