As a JIRA project administrator I want the ability to change my own workflow if the system admin has allowed me access to that workflow so that I am in control of my project

      Some project administrators are not system level administrators and should have the ability to change their workflow if the system admin has allowed this.

      This means that certain projects will have their own workflow and the project admin can make changes without always getting the system admin involved.
