      Steps to Reproduce

      1. Change Profile
      2. Set My Changes to Do Not Notify
      3. Mention yourself in the description of a new Issue

      Actual Result
      Notification Mail received

      Expected Result
      No notification mail was sent as this action was performed by myself.
