I did an issue Migration using JIRA 5.2.3. We took advantage of the "Inactive" user feature recently released in 5.0. Unfortunately, when we migrated some of our projects to a different Issue Scheme, if an issue type had an "Inactive" reporter for any issue, the Issue Type Migration requires you to specify a reporter. If you "Retain" the previous reporters, you get the error "The reporter does not have permission to create issue". To work around this problem, you can simply reactive all the inactive users that reported issues. However, this is a major inconvenience.
