Add the ability to share filters with groups if the filter's owner isn't member of that group

      I'm often asked to define a filter which should be used only by users belonging to a special group of Jira-users. But in order to share a filter with a group I have to be a member of that gropup.

      As an administrator I should have the permission to share a filter also with a group to which I don't belong.
