Remove the "Report a problem" link in the JIRA footer for non jira-admins

      The link Report a problem in the footer should only be visible to people with administrator or system administrator privileges. It would be best if this link then redirected the admin to the JIRA support tools plugin in JIRA so that they can log an issue from there.
