Update the "Report a problem" link in the administrative footer....

      The "Report a problem" link in the administrative footer uses a hard-coded link to SAC as well as a hard-coded project ID and issue type. We have recently started seeing problems (although not with JIRA), with these links, which cannot withstand changes in SAC's configuration or JIRA version (the recent 4.4.2 upgrade broke the Confluence link). The link also doesn't provide the key information needed to help most customers, and can result in delays.

      This link should point to the "Support Request" module bundled with the Support Tools Plugin instead.
