Issue type icon size unbounded in some admin screens

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      If you add a type with a larger icon, it overflows in some admin screens (the ones found so far include the "Issue Type Schemes" screen and the "Modify Issue Types Scheme" screen (for the latter, the part that overflows is hidden, but it should still be scaled down).
