The Assignee field is no longer show all the assignable users like previous version such Jira 4.3 and 4.4 do.
Currently, Jira 5.0 seems to give suggestion to customers by caching the recent assignee. However, the dropdown list does not populated with the all the assignable users.
This had give users trouble of selecting assignee which not shown in the list.
