JIRA that integrates with LDAP users via Crowd should allow users to be added to groups maintained in JIRA's internal directory too!

      JIRA that integrates with LDAP users directly are able to choose this setting:

      Read Only, with Local Groups
Users, groups and memberships are retrieved from your LDAP server and cannot be modified in JIRA. Users from LDAP can be added to groups maintained in JIRA's internal directory.

      JIRA that integrates with LDAP users via Crowd should also have this option available.
