Notification Switch Off

      Similar to JRA-2644, but from a different angle. Instead of focusing on extending what users get regarding project notifications - allowing them to turn things off.

      EG: No matter what, I dont want to recieve emails about comments on any project ... or I dont want to recieve notifications at all as I am going on holiday and will catch up later.
