Hi everyone,
This is a routine update of this issue. It's well said in the comments:
This isn't unique. There are lots of settings that unfortunately are global: priorities, resolutions, links, etc.
In all cases, though, it makes a JIRA instance difficult to scale logically. It's more than just a bug tracker; it can be used to track lots of processes.
We are certainly working to make JIRA more flexible on a per-project basis so that it's easier for a variety of teams to adapt it. Voting certainly falls under this category. While this issue is not currently on our roadmap, we do hope to address this in the future.

We would like to be able to turn on voting on a per project basis. We have a range of project types, ranging from help desks to dev projects and voting is not appropriate, or rather, confusing, in some projects. As a result we disable voting globally.
