Edit closed issues - remove jira.issue.editable=false on default workflow

      We see issues in support where users want to bulk edit closed issues:
      http://confluence.atlassian.com/display/JIRAKB/Cannot+Perform+Bulk-Change+Assignee+and+Reporter

      It'd be nice to either change this default property or better advertise what's happening during the workflow creation.
