Avatar does not display in email notification when Allow Gravatars is set to OFF

      Summary

      At the General Configuration page, if Allow Gravatars set to OFF , the user avatars will not be displayed in the email notification.

      The gravatar need to be set to OFF as then only the "first initial" avatars will be visible on the Agile Board.

      With Allow Gravatars set to OFF

      With Allow Gravatars set to ON

      Steps to Reproduce

      1. Go to General Configuration
      2. Allow Gravatars set to OFF
      3. Update and issue so a notification would be sent

      Expected Results

      Either should be showing the default avatar or the "first initial" avatars

      Actual Results

      Shows blank
