      Thank you for reporting this issue. In the last weeks we have been working hard on fixing it.

      Summary of the problem:

      The Activity Stream gadget was showing some texts (Comment, Vote, ...) in the language different from the logged in user's language setting. It was in fact shown in the language of the first request to that gadget (usually this was the language of the first user that logged into Jira instance after start/restart). 
      The root cause of the issue was the key in one of internal caches did not include language, only the gadget URI. 

      New behaviour after the change:

      The gadget shows texts in user's language.

      Status of the fix and Fix Version:

      The fix is ready, and we’re moving the status of this ticket to Waiting for release with Fix Version 10.2.0.

      Jira 9.12 (JSM 5.12) (LTS) backport notice

      We know how impactful this is to enterprise-level customers and we're working on having this fix backported to JSW 9.12.x (JSM 5.12.x). We'll keep updating this Issue in the meantime as we have more details on release dates or possible mitigations.

      Summary

      Recently, this bug was fixed. However, it seems that this bug is still happening in some cases, where Japanese (or Chinese) characters are visible in some gadgets.

      This seems to be due to the fact that the fix to that bug had to be applied to all gadgets and possibly, not all gadgets were fixed.

      This problem seems to be intermittent and the same gadgets that sometimes show the characters, sometimes are in English.

      The text for the issue operation links shown per each activity stream item will sometimes be shown in a language different from the current user's locale.

      Steps to Reproduce

      In an instance that was affected by JRA-28392, if gadgets were not fixed, they may show in different languages.

      1. Change a user's (UserA) profile language to a language other than the configured default
      2. Restart JIRA
      3. Login as the UserA and visit a dashboard with the activity stream gadget
      4. Login as another user (UserB) that has no configured language
      5. Access a dashboard with the activity stream gadget as UserB
      6. The date and action links showed in German (UserA's configured language) while the rest of the screen was in English (the system default)

      Expected Results

      The gadgets are in showing in the correct language.

      Actual Results

      They may show in different languages, as JRA-28392 may still be affecting it.

      Workarounds

      1. Try the steps from the KB article Setting locale in Jira to set Language = English and Country = US explicitly. A restart of JIRA is required for it to take effect.
      2. Disable and re-enable JIRA Activity Stream Plugin, this can be found under Manage add-ons > Select System > Look for "JIRA Activity Stream Plugin", this helps for some of the customers.
