Summary
Basically, when the default language in JIRA is switch to German and the user profile language is set to English, JIRA will display mix language of English and German in the project administration screen.
Environment
JIRA 7.0.0 (JIRA Core or Software)
Steps to Reproduce
- Set the default language in JIRA to German (under General Configuration)
- Login in as another user and then set the profile language to English
- Access the project administration screen
Expected Results
The project administration screen display in English language only.
Actual Results
The project administration screen display in mixed language (English and German) 1.png
Notes
This behaviour is actually a regression from JRA-28392.
Workaround
Currently there is no known workaround yet.

[JRASERVER-46195] mixed language in project administration
Also got this bug. I have installed Jira server on my local machine which has local language set to polish, but I want Jira to be in english. Most things are in english, but some of them are still polish like epic is Łącze epiki when creating new issue. Reseting project, seting set JVM_SUPPORT_RECOMMENDED_ARGS= -Duser.language=en -Duser.country=US in setenv.bat and restarting Jira didn't help.
We got the same bug in the version in all 8.x version.
We try setting up JVM / CATALINA option but nothing work and we have mix japanese / english
