When resolving as "duplicate," offer the option to create link on same page

    Description

      When you resolve an issue as a duplicate, we would like the chance to create link duplicate link right then, rather than doing it in a additional two-step process.

      It seems from reading other comments that other people leave duplicate bugs open until they are resolved, but when we find a duplicate, we immediately resolve it as such, even though the original bug has not yet been fixed. This keeps the lists from being cluttered.
