Make it easier to resolve duplicates

It is complicated right now to resolve an issue as a duplicate, even though this is one of the most common maintenance tasks. It would be very helpful if this use case could be simplified.

So what I'm imagining is that when using the "Resolve Issue" page to mark an issue as a duplicate, the "Link Issue" component would be available right there. It might make sense for all resolution types, or it could be that it is hidden until the user selects 'Duplicate'.

I realize that duplicates aren't a built-in link type, but they are so common that I imagine every development group has them. Maybe this has to be an option in case there are some teams that don't want this.
