Unable to scroll on 'view issue' and 'issue navigator' pages with iOS

UPDATE: This issue has been fixed, but an incorrect fix version was placed on this issue (apologies for any confusion caused). Details on when this fix will ship:

• Download customers - this will ship with JIRA 6.1.3, OR you can update the JIRA Workflow Designer Plugin to 6.1.0.11 (or greater) via "Manage Add-ons" in your instance.
• OnDemand customers - the fix for this issue has already shipped. Please comment if you are still experiencing issues.

Summary

Unable to scroll on 'view issue' and 'issue navigator' pages with iOS

Steps to reproduce

1. Using an iPad, log in to an OnDemand instance.
2. Go to an issue that has quite a few comments on it, such that you can't see all the comments in one page.
3. Attempt to scroll down to see the rest of the comments.

You will find that attempting to scroll does nothing.

Note that this is using the desktop interface (the default for iPads) not the mobile interface.

A customer encountered this issue with Safari running on latest iOS version (6.1.3). This also happens in Chrome for iOS.

Workaround

Find a web browser for iPad that has a scrollbar that you can tap. That's how a customer is working on an iPad while the resolution is not implemented.
