Label should display inline edit even if not on edit screen

    Description

      The adding and editing of labels can be removed through removing Labels from the appropriate screen.

      If the labels option is still in the dropdown but not on the edit screen, we should still give the ability to inline edit labels.

      At the very least we should show the pencil icon on hover.

      Workaround

      As per our Configuring a screen's tabs and fields documentation, add the Labels field to the appropriate screen (typically the Default).
