Label field does not hide when marked Hidden

      When viewing an Issue, the user is not able to edit the Labels field. After some research, it is discovered that the label field is 'hidden' in the screen scheme, but present in the GUI. Field behaviour should consistently follow 'hidden' flag, meaning labels are not visible in the GUI if they are hidden.
