Description

NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

As an admin, go to the priorities admin page, edit one of the default priorities, and change the description but not the name
Create a new issue, do not submit yet
In the field to choose the priority, click the help icon. It pops up a window with descriptions for each priority
Note that the customised description is not displayed, the default text is
Go back and change the name (you can just add a period or apostrophe to the end)
Now the customised description is displayed

Workaround: create a "translation" for each out-of-the-box priority in the default language. This causes the help page to reflect the translation rather than the base description.
