      Original issue description:

This ticket is a carryover from JRA-24213. In the related ticket, we were able to analyse and implemented the following features in JIRA 5.0.3:

      1. Migrating whole directories:
1.1 Internal to Internal with Delegated Auth
1.2 Internal with Delegated Auth to Internal

However it did not cover the following migration features:

      2. Migrating users from one directory to another:
      2.1 Individually
2.2 All users in a directory
      2.3 Connector directory to internal/delegated

It is an essential feature to some of our customer who use user directories other than Delegated Auth and the resolution in JRA-24213 doesn't solve their problem.

      Workaround

Please review Migrating Users between User Directories as it provides some alternative options for migrating users between directories.

[JRASERVER-27868] Provide the ability to migrate users from one directory to another

            Dear Atlassian team,

If entire Jira can be migrated over cloud then why can't we have such a small user directory migration feature?

Most of the time we do need to update/migrate user directories and sync all users as per the existing ecosystem, hence please enable user directory migration feature. This is very useful.

            Thanks,

If we can migrate an account from Delegated LDAP Directory to the Internal Jira Directory, we can then delete or modify that migrated account that originally came into the Delegated LDAP directory mistakenly during a project migration. As of right now, there is no good way to perform this account cleanup without touching the database. Jira always instals missing accounts during an import to the default directory. If the default directory is set to the Delegated LDAP directory, you are in a bad place since these accounts get installed but can NEVER be used and they cannot be deleted or edited in the Admin UI because they are by definition delegated to LDAP. But, since Jira created the accounts, they will NEVER synchronize with the external LDAP.

Same. Migrating into the Jira internal user direcotry will allow to use the site import more easily for Jira service desk

This feature has been open since 2012.  You'd hope Atlassian would get on this by now.

Nowadays, when companies are sold, re-born, expand to new markets... this feature is really needed.

We're now trying to move a number of users from Active Directory integrated accounts into the Jira internal directory in order to move to OpenID-based logins. This feature would be very useful at this point. Looks like it's been languishing for a very long time.

We just imported a project that was using Internal Directory structure.

I am looking to migrate them all to our LDAP solution that is already configured in Jira.

HOW should I migrate the users from one to the other, WITHOUT losing their current "tracking" of the project we just imported?
