Support migration from LDAP back to internal user directory

      Local directory migration replaces password hash with 'nopass'

      Creating a user directory for migration from internal replaces the password hash in the CREDENTIAL field in cwd_user with 'nopass'.

      If you need to revert from LDAP to internal by moving those users back, all passwords must be reset.

      To put it mildly, this is a major pain.
