Overloaded Capacity Not reflected in capacity View

Summary

When Capacity is overloaded it is not indicated by the Red overbooked portion as described in:

• https://confluence.atlassian.com/display/JIRAPortfolioServer/Using+the+capacity+view

  You've planned your sprint on the agile board, but the total capacity exceeds the team's velocity. In this case, the capacity view shows the red overbooked portion.

Environment

• JIRA Server 7.2.X and later
• Portfolio 2.1.3

Steps to Reproduce

1. Set up Portfolio Plan that is over capacity
2. Calculate plan
