If the Jira Ops product is installed on a Jira site, then all users will be able to create Incident Management projects. This is ok, however, this results in a partly broken UI, because features such as the getting started page, open incidents and all incidents pages check that the user is licensed for Jira Ops and so returns a "not found" page. After creating the project, users not licensed for Jira Ops will encounter this bug: https://jira.atlassian.com/browse/JOPSCLOUD-6

Work-arounds:

• Grant Jira Ops licenses to individual users
• Grant Jira Ops licenses to all users, by assigning Jira Ops access to "all active users", e.g. on the Site administration > Product access screen.
