Currently, the import/export functionality is only available for Jira Site admins. Project Administrator role can create rules, but if they are Administrators for more than one project, there is no way to reuse via import/export a rule from one project to another for such roles.

The suggestion is to enable the Jira automation rule import/export feature for Project Administrators too.
