Project administrators do not currently have a way to import rules option

Expected Results

Allow import rule feature by project administrators.

Actual Results

Import rule option is not present for Project Administrators

Workaround

No workaround as of now.

Why this is important
Offloads the effort to project administrators, and allows them to easily share rule definitions with other teams to increase collaboration.
