The send notification checkbox under action "comment on issue" is greyed out

Issue Summary

The automation rule configured for "comment on issue" does not allow to uncheck send notification as the action is greyed out and it states "Emails can't be disabled for private comments due to JSDSERVER-5599" but this bug is already fixed, so ideally this should be fixed at A4J side too and it should allow editing the send notification checkbox.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Configure a rule to add a "comment on issue" 
2. Try to click the disable the send notification.

Expected Results

The send notification checkbox should be allowed to be edited as the dependent bug JSDSERVER-5599 is fixed.

Actual Results

The send notification checkbox is greyed out.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
