Issue Summary
any user with project admin privileges are able to rename/edit the labels created by different user
Steps to Reproduce
- create a user named 'testuser' and grant them project admin privileges on a project example 'TEST'
- now login as testuser and go to TEST project > project settings > project automation > create label names 'created by testuser'
- create another user with name 'testuser1' and grant them project admin preveliges on a different project example: TESTDVCS
- now login as 'testuser1' go to TESTDVCS project > project settings > project automation > labels and click the label created by testuser i.e 'created by testuser' and click on edit and edit the rule to a different name
Expected Results
testuser1 shouldn't be able to edit the labels created by testuser
Actual Results
any user with project admin permissions on the Jira instance is able to edit the labels

Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available
