Issue Summary

Send email action sends email to inactive user if "To" include issue.watchers.emailAddress

Steps to Reproduce

1. Create Automation rule
2. Set issue.watchers.emailAddress to "To"

Expected Results

Inactive user excluded from the email

Actual Results

Email send all users include inactive user

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
