Allow Rule Actor to be dynamically set

      Currently, it is not possible to dynamically configure the Rule Actor of an automation rule. This would be extremely helpful in certain situations. For example, when adding a comment, we could use the Initiator as the rule actor, allowing the comments to be added by the correct user in Jira, instead of a bot.
