Currently a Jira user will require Jira administrators global permission in order to execute Third-party actions, such as ScriptRunner's "Execute a ScriptRunner Script".
As an admin, you may prefer to not give such high level to service account or users that need to execute that action.
The suggestion would be to create a new global permission that allows the user to Run these scripts. We could still require a Jira administrators in order to modify these actions.
