Spinning wheel when trying to create rules from template due to permission issues

      Issue Summary

      Under specific circumstances, global or project admins may run into "spinning wheel" situation when they are trying to create a rule from templates.

      This issue can occur due to insufficient permission, but ideally, instead of the spinning wheel, we should display error message or not give the possibility for project admins to create rules from template in the first place.

      Steps to Reproduce

      Follow steps from Guide explaining how Automation administration permissions work (section "Getting spinning wheel and "403 Forbidden" error when trying to create rules from template")

      Expected Results

      Creating rules from templates is either not available or we get a message (banner) there is a permission error.

      Actual Results

      User gets "spinning wheel" and rules do not get created:

      In Jira access logs, we see 403 response for the affected request:

      To avoid spinning wheel, proper permissions need to be in place.
