Issue Summary

Program Tracking: Epics without children don't appear in report when Instance and Portfolio have disabled Capabilities

Steps to Reproduce

1. Log in to the instance with disabled Capabilities at the Instance level.
2. Find Portfolio that has disabled Capabilities at Portfolio level.
3. Create few epics with and without child Features.
4. Check Program TRacking Report.

Expected Results

Same as in Instance/Portfolio with enabled Capabilities Epics without children appear in Program Tracking.

Actual Results

Epics without children don't appear.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
