New Jira Align site deployment has Admin > Roles> Super Admin > Program > Specification misalignment

STR:

1. In a recently deployed Jira Align Build (10.61+) Navigate to Admin > Roles > Super Admin > Program > Specifications and observe Specifications main toggle is turned off while the additional options for it are turned on.

2. Click Create> Specifications in top right corner of application and receive permission error 

AR: Specifications main toggle is turned off while the additional options for it are turned on.  

ER: Specifications main toggle and its additional options are turned on for super admins on site deployment

Workaround:

Navigate to Admin > Roles > Super Admin > Program > Specifications and enable the toggle
