JIRA Connector: User duplicated because connector cannot access user email in Jira Cloud

      STR:
      1. Create a new user in JIRA Align with a set email

      2. Verify user with same exists in Jira Cloud

      3. Run custom JQL in Jira Align that forces a sync of the user

      4. Lookup user name in Jira Align to see a duplicate user was created

      ER:
      Connector should not create a 'duplicate' user because connector service account cannot access email addresses in Jira Cloud

      AR:
      Duplicate user created because the connector cannot access the email address in Jira Cloud
