Issue Summary

Clicking an Epic in a WIP by value stream doesn't highlight the work relationship.

Steps to Reproduce

1. Select WIP by Value Stream Report
2. Select a Portfolio/Program/PI that have an Epic and feature relationship
3. Click a feature that have an epic relationship.  Notice that the Epic gets highlighted.
4. Redo step 3 and click the Epic first instead of the related feature.

Expected Results

Features that are tied to the clicked Epic should be highlighted.

 Click a theme, an epic, a capability, a feature, or a story to highlight its relationship with the other work items on the page.
