[JIRAALIGN-936] Fast-Track: Forecast Page Not Loading

Issue Summary

When navigating to the Forecast page, at the Portfolio or Program level, the page doesn't render the full results and we are noticing the spinning circle identifying that the page isn't loading.

* This has been escalated by multiple clients.

* This is a critical matter because there is no current workaround for the Forecast Admin.

Steps to Reproduce

1. Navigate to the forecast page Portfolio or Program with a PI
2. Expand the PI

• Notice the spinning circle.

Expected Results

Page should load

Actual Results

Page doesn't load and spinning circle keeps rolling

Workaround
